Recommendation: Introduce Group-Level Apps for channels that are not location-specific (Social Media, PPC Ads).
Proposed UX Improvements:
  1. Allow Social Media and Ads to be provisioned and managed at the Multi-Location Group level
  2. Separate Location-Scoped Apps (Listings, Reviews) from Brand-Scoped Apps (Social, Ads) in IA and UI
  3. Add filtering and grouping controls to hide non-applicable locations for brand-level tools
  4. Clearly indicate scope (Location vs Group) in the UI to reduce ambiguity
