Tools can only be unassigned, not deleted. After every migration old and duplicate tools remain in the account and get assigned by mistake.

Request: delete unassigned tools, with bulk selection. The same for capabilities.

Impact: clean tool and capability lists in every account, fewer wrong assignments.
