Capabilities with the same name are already linked across our accounts through earlier Blueprints, but the UI does not show this link. A change in one account can reach others without anyone noticing.

Request: a deliberate partner-level library of capabilities and tools, shared by chosen accounts, with the link visible in the UI, so one prompt update reaches every linked account without a Blueprint apply.

Impact: one maintained set of capabilities for all accounts, and predictable propagation of changes.
