We do not have a big enough team to be able to have chat support and this is causing major confusion with our clients. They think the chat is available for support questions and issues, and then wait indefinitely until they realized there has been zero response, which results in slower resolution times.

Happy to share that this is available today. To turn off chat for your clients, go to Partner Center > Accounts > Manage Business App > Customize Business App. Under "Pages," select Conversations Messages and uncheck "Customers can start conversations with you." Clients will then be directed to email you at the main address on file instead.
